		<description>The problem isn&#039;t with the region as a whole, it lies squarely in Detroit City proper because the city is afraid of the &quot;R&quot; word - Regionalism.  In todays current economic state no major urban area can afford to go at it alone - it must partner up with the suburbs that surround it.  You can than take advantage of combining duplicate services, and provide better, more efficient service to the constiuency.  Lansing is doing this, so is Grand Rapids - and both are diversifying and succeeding in these tough economic times.  The people of Detroit need to realize that regionalism isn&#039;t a takeover, but a partnership.</description>
